The cost of restarting an idle mine is the cost of restoring an operating system, not simply restarting its machinery. A restart estimate should describe the work needed to reach a defined production condition and the funding needed until operations can support themselves.
Establish current condition before estimating
Inventory assets and record inspection dates, access limitations and the evidence available. Separate equipment that appears intact from equipment demonstrated to be functional. Storage conditions, corrosion, missing components, obsolete controls and maintenance history can materially change rehabilitation scope. Do not energize, enter or operate idle infrastructure simply to resolve a budgeting question without the necessary safety controls.
Break the estimate into work packages
- Access restoration, site preparation and development work.
- Power, water, communications and supporting infrastructure.
- Equipment repair, replacement, installation and spares.
- Processing rehabilitation, testing and commissioning.
- Personnel, contractor mobilization and operating procedures.
- Safety readiness, applicable documentation and training arrangements.
- Working capital and the cost of ramping up below steady production.
For each package, identify quantities, unit rates or quotations, lead times, dependencies and exclusions. Distinguish a budget allowance from a current priced scope. Avoid counting an item both as capital and as an operating startup expense.
Schedule the work as well as the money
Long-lead equipment, utility arrangements or specialist inspections may determine the restart date. Delays can extend supervision, security, maintenance and financing costs before revenue begins. Compare staged startup with a larger initial commitment, but confirm that a smaller first stage can operate independently and safely.
Make contingency traceable to uncertainty
A contingency percentage does not explain missing scope. First identify known work, then characterize uncertainties such as inaccessible areas, untested equipment or incomplete records. Develop an investigation plan for the uncertainties most likely to alter the decision. Keep an explicit reserve for risks that remain rather than burying them in an unsupported single number.
A useful restart assessment ends with a funding range tied to assumptions, a sequence of enabling work and conditions that must be resolved before startup. Historical costs and production are reference points, not proof that the present restart case is achievable.
General technical information, not a site-specific compliance determination. Review scope, mine conditions and applicable requirements must be established for each engagement.
